New 03rd July 2009: JTO to SDE officiating : MH Circle has once again issued reminder to
all SSA heads for immediate sending of CRs/SRs /Vigilance
clearance reports and three options from eligible JTOs for posting as offtg SDE
w.e.from 2nd August-2009, revised date for sending the required information is 10th July-2009.
All the District Secretaries are requested to pursue the matter with their
respective District Administrations.

June 2009: Historical CWC meet at Shillong Held on
26th & 27th June 09: A brief Report: : The two day Historic and Glorious Central Working Committee
meeting of SNEA(I) was successfully held
on 26th & 27th June 2009 at Hotel Orchid, of Shillong the capital city of Meghalya, This CWC was unique and historic in the way that for the first
time in the History of Association development of BSNL agenda replaced the conventional
HR related Agenda, Right from the 25 page brief Report and address of GS to the report of each and every Circle Secretary every one
submitted his views, opinions, suggestions and concerns over the falling
market share of BSNL, steep decline in revenue, Poor response to new 3 G and Blackberry services and Falling Profits of
Company were primarily and mainly discussed in two days discussions and
deliberations.
On the first day CS Com.M.S.Adasul submitted his detailed report on achievements of MH circle, Balance
sheet, Profit & Loss account, Service & SSA wise wise detailed Growth chart, He however told the house
about Huge potential of Maharashtra which till now has not been fully exploited
by Management due to various reasons like Political interference, Biased and
favored treatment given to our
competitors, Improper utilization of available recourses, Poor workmanship and
support by M/S
ITI Ltd,
No operations of BSNL in Financial Capital of Maharashtra, the Mumbai, even No
GSM operations in BSNL areas of Kalyan and Dombivali, He demanded immediate
merger of BSNL & MTNL and Merger of Mobile wing with Telecom
Districts, these two are mainly responsible for
slow or poor growth of telecom services in Maharashtra. CS
also highlighted various measures taken by CGM MH Circle,
some of SSA
heads like that of
earlier Solapur GM who earned lot of revenue for BSNL with his popular measures
of distribution of bill
through line staff,
steps taken by one
Kalyan SDE in dialing all DNP numbers and convincing subscribers for paying
bill amount before disconnection.
Com.S.N.Jirwankar raised the issue concerned with GSM
expansion in West zone
and difficulties being faced by Non co-operations from ITI, Nortel and Alcatel and limitations of BSNL.
On second day in Organizational
report CS submitted report on SNEA
organization in MH and told house that membership of Association has been increased considerably during last few months
as more and more number of executives from Civil, Electrical and Telecom
especially new recruited JTOs are joining SNEA in large numbers. He also
highlighted special activities of SNEA MH circle during last four months like
that of conduction
of coaching classes for JTO 2009 External competitive exam and supplying Study
material for that exam,
these types of woks earned name and fame for
Association and was appreciated by one and all. Some of prominent HR issues which were touched by CS in
his report were equalization of only JTOs,SDEs & DEs
but not any other cadre in MH, discrimination
in posting of new recruited JTOs

13th June-2009: OPEN SESSION: In Morning, official inauguration was
made by Chief Guest Hon’ble GMT Ratnagiri Shri L.B.Yadav and
DGM Ratnagiri Shri Prabhakar Patil by
Deep Prajalavan, The Open session was addressed by Hon’ble GMT Ratnagiri Shri
L.B.Yadav, DGM Ratnagiri Shri Prabhakar Patil,AGS/CS Com.M.S.Adasul,Circle
President Com.S.V.Bhad, District Secretary SNEA(I) Ratnagiri Com.Sharad
Nagvekar and District Secretary AIBSNLEA Ratnagiri Com.R.S.Kale. CS
submitted his key note address in which he highlighted various development
issues prominent among them were: Competition in telecom sector, Fall
in revenue collection, lot of pending Leased
Circuits, ITI, Customer
satisfaction related issues.etc Later GM Ratnagiri and DGM
Ratnagiri also Endorsed issues raised by CS and appealed
all executives to find the solutions, he also wished SNEA Ratnagiri conducted
CEC to serve its purpose with fruitful discussions and deliberations.
Delegate Session: In
Delegate session CS Com.M.S.Adasul submitted
his well prepared detailed 12 Page CS Report for
the period from 22nd feb to 12th
June 2009.which after some brief discussion was accepted by house,
thereafter Treasurer report for the same period was presented by Circle
Treasurer Com.P.N.Patil, which also was approved by house with
big claps, thereafter Ex CS and CEC member Com.A.R.Manani addressed
the house and stressed hard for strengthening the organization at all levels,
He expressed satisfaction over the working of new Circle body and specially of
new Circle secretary Com.M.S.Adasul, to whom he described as
very sincere, hardworking and committed leader. after that all the Jt
secretaries of SNEA(I)
Felicitation of our comrades for doing
Special activities: As all are aware this
year SNEA(I) MH Circle had circulated Study material and Conducted Classes for
Outsider JTO recruitment Exam 2009 and by doing so some of our comrades had
made us proud and their efforts were deserved to be appreciated by one and all
and there was No better place than CEC to felicitate them accordingly
Com.Mukesh Wadhwani and
Com.V.K.Bhamre of
Kalyan and Com.P.N.Patil,Com.S.A.Badhane and
Com.P.M.Joshi of Nashik
division were felicitated by house.
DS Reports: President of house Com.S.V.Bhad who
conducted and continued house very smoothly till late in the evening upto 20-00
Hrs, started DS reports and
almost half of District Secretaries submitted their organizational report upto
20-00 Hrs.
14th June-2009: Morning Session: In the morning session DS reports continued, after DS reports, CS replied in detail about all the
queries, doubts on all issues subjects raised by various district secretaries,
which was accepted by one and all with big claps. There after house took the
issues related with Joint forum, Transfer Policy, Regular & Officiating
promotions and forthcoming Association verification process. Members like Com.A.B.Bansode, Com.V.M.Wankhede, Com.P.A.Karpe, Com.V.B.Kokate, Com.L.K.Makdum, Com.Satish Kalmegh, Com.S.H.Gandhi, Com.V.K.Bhamre and many others took active part with
their valuable constructive suggestions.
Afternoon Session: CEC nominated new AGS & Co
opted CWC member: In afternoon session CWC member
Com.D.B.Baravkar and Com.P.M.Doshi
addressed the house thereafter CS Com.M.S.Adasul announced in House that after last AIC, membership of Association increased considerably and as per Constitution one more CWC member can be selected from Maharashtra to represent CWC as CWC member.
He also reminded house that keeping the highest traditions and upholding the
provisions of SNEA Constitution after getting elected as Circle Secretary on 21st
Feb-2009, He immediately send his resignation to CHQ President and GS from the
post of AGS(CHQ) on which he was elected in AIC at Vadodara in December-2008,
accordingly house has to send any of MH CEC member as representative from
Maharashtra to CWC and the same will
also be nominated for the AGS (Chq) post in CWC at Shillong scheduled to be held on 26th
& 27th June 2009. Accordingly after discussions only
one name of Ex.CS Com.A.R.Manani was nominated and approved by house by raising their hands.
President SNEA(I) MH Circle Com.S.V.Bhad announced form Dias the name of Com.A.R.Manani as co opted new CWC member and nominated his candidature for AGS
(Chq)post which till now was being represented by our beloved CS Com.M.S.Adasul.
In the
any other item: discussion on early finalization of E1A & E2A pay scales for DR JTOs specially for settling pay anomaly
cases of those JTOs who are appointed after 01-01-2007. Discussion on various development
issues was also carried out and many of comrades including Com.P.M.Joshi, Com.V.M.Wankhede, Com.S.H.Gandhi, Com.M.M.Wadhwani, Com.V.B.Kokate, Com.T.B.Wankhade, participated and gave their valuable suggestions to house
specially to CS and CWC members who are going to attend the CWC meet at Shillong on 26th & 27th
June 2009 and present development related viewpoint/suggestions from
Maharashtra circle.
Appreciation
of SNEA(I) Ratnagiri team: Entire house in one voice appreciated and lauded the excellent food and staying arrangement made by host branch i.e SNEA Ratnagiri and accordingly felicitation of all active
team members under the captainship of Dashing Dynamic DS Ratnagiri Com.Sharad Nagvekar was made by President Com.S.V.Bhad.

meet of SNEA(I) Kalyan: On the Eve of CEC at Ratnagiri
on 13th & 14th June 09, an special District Executive
body meeting of Largest SNEA District was held on yesterday evening to chalk
out strategy and Kalyan members issues to be discussed in CEC. Executive was
attended by most of the executive members from all six branches of Kalyan.
Later house was guided by AGS/CS Com.M.S.Adasul
and Ex CS Com.A.R.Manani,DS Kalyan Com.M.N.Kotambe and District President Com.A.M.Singh. prime
attraction of the Executive meet was Felicitation of Com.Mukesh Wadhwani and Com.V.K.Bhamre

10thJune-2009: JTO to SDE (offtg) calling of
CRs/SR/Vig.Clearance & Options: MH Circle has uploaded list of 285 JTOs and called for their last 5 years CRs/SRs/Vigilance clearance reports and Option for posting (three
Choices), this is to be send latest by 26th June-2009. AGM (staff) Shri Chakrapani Adiga ji mentioned in his letter that only 120 JTOs will be given officiating
promotion
from next spell due from 02nd
August-2009.
CS noticed some of discrepancies like
names of regular promoted SDEs appearing for offtg promotion, present
officiating SDEs names are not included, working station incorrect etc. these
lapses will be brought into the notice of Circle management.
10thJune-2009: E1 to E2 Training Schedule,

allotted SSA wise Seats for E1 toE2 training for 2 batches at RTTC Nagpur w.e.from 06th July 2009 to 18th
July-2009, one batch is for Transmission and other one is for Switching specialization.

02ndJune-2009: Huge Relaxation in Passing standards for
Outsider TTA Exam 2008: Citing
reason of unfilled vacancies, BSNL Corporate office allowed a huge Relaxation
of 15% in
passing standards for outsider TTA Exam 2008, now minimum Qualifying marks for OC will be 20% and for OBC/SC/ST it will be 15%. Different &
Biased standards of Corporate office for
Outsiders and departmentals, No
relaxation was given in LDCE exam for TES Group-B even though there also lot of
vacancies remained unfilled !
02ndJune-2009: Declaring Gadchiroli as
Tenure Station: As was disclosed by CS on 26th May-09 through this
website, MH Circle Declared Gadchiroli as Tenure station for posting of JTOs & SDEs. Tenure period will be of 2 years.

Only 7 Circles of BSNL are in proftt this
year: Just seven circles
reported profit during 2008-09: Kerala (562 Cr & highest), Karnataka (324 cr), Chennai TD (324 cr), J&K(34 cr), Orissa (23 cr), Rajasthan(8.5 cr) and Haryana (29 lakhs). Major Circles like
AP/MH/TN/GUJ/PB/WB/UP(E)/UP(W)/Kolkatta TD reported

01stJune-2009: Tele-Density & Market Share of BSNL: BSNL
Corporate office released figures of Tele Density
& Market share of BSNL as on 30th April-2009, some of the shocking and real facts & Figures are as given
below:
· During April, 2009, over 16.32 million telephone connections has been
provided in the country taking the total telephone connections in the country 44.56 crores as on 30th April, 2009.
· BSNL has added only 8.33 lakh connections during the month
of April 2009. This works out to ONLY 5.11% of the total connection added in the country
during the month of April 2009.
· The position of BSNL in the
total telephone connections provided during the month is at 2nd.
· BSNL market share has decreased by 0.50% during the month of April
2009.
· The overall tele-density in the country is over 38.30% with Kolkata
License area topping at 91.55% and
· During April 2009 J&K
circle has lost its 1st position
and MP has
lost its 3rd position as an operator with WLL & Mobile telephone
connections respectively. Thus, BSNL now holds 1st position as an
operator with all telephone connections in ONLY
7 license areas viz. Haryana, Himachal
Pradesh, Kerala, NE-1&2,
· BSNL has No.2 position in total
number of mobile connections in 4 License areas viz. Haryana, Himachal Pradesh, Orissa and
